An enterprise/private person developing any kind of project as stated is required to secure a Preliminary Approval and Locational Clearance (PALC)/Development Permit at the Office of the Municipal Planning and Development Coordinator (Zoning Section) prior to the start of the project to ensure conformity with the approved Comprehensive Land Use Plan and Zoning Ordinance of the Municipality.
